if you prefer what is sure is the fact that PWC has the goal to protect the interest of AJW creditors, they were appointed by justice as liquidators so they dont let an other big shareholder sell his own shares because it will have a bad impact on pps, so a direct impact on creditors interest.
So hayes cant do what he wants.
