There are still nearly 40 million shorted shares outstanding, as of 7-31-2017.
The number of shorted shares has been RISING, not declining, since April of this year.
The number of shorted shares outstanding is fully 1/3 higher YOY.
I don't see where this "covering" you are claiming has happened.
