I doubt it. My guess is they wanted to reward old shareholders with a split (in the first CO SOS filing they were talking about 'Effective July 5, 2017'), then found out it is not possible to set an effective date prior to the split, because with a split all shareholders are included when the split actually happens, and then cancelled it.
