You can find when any folder was created (and other information too)...
It doesn't matter where you find the folder/icon or whether it's a short-cut icon, a program or whatever...

1) Right click on the item in question and select Properties.
The window/box that opens will have info about the item, usually including a "Target" box that tells you where the item is stored on your computer:
IE "C:\Users\Keith\Documents\Printer test (ASUS).odt"

2) There will also usually be a button "Open File Location" on the Propeties window/box.
Click that to see the containing Windows folder that the item resides in...then see the column header for "Date Created"
If the "Date Created" column header is not there, right click on the column header itself to get a drop-down list of all the items you can add to the column header.

(the above can be done in Win 7 and earlier operating systems, not sure if it works for Win 10)
