If AMS wasn't going to get approved to grow and License approval,
why would the city 3 days approve expansion on the property and they (Hanover) pay for it.

And if AMS wasn't going to get approval and License to grow, why would Hanover have a detailed workout of how much water AMS would need to grow and where and how to get the water for the AMS facility needed for medical marijuana grow?

Seems a lot of work and tax dollars expense if it wasn't going to go anywhere.
