If he had money to buy back shares, the OS would not be maxed out.
Orin drained the swamp of company shares to get all the money he could from them. Now the OS has to be "adjusted" to make more shares available for sale.
Think about it, you buy a half used shell and sell the rest. Would you then leave it so someone else owned your company? Of course you wouldn't. Oreo ain't saying no to those who have asked about the adjustment.
