You have the concept wrong about a 1-10 FS. The excerpt you posted in your prior posting from the 8k does nothing but describe the 1-10 FS that they will do. They tell you that you get 10 shares for every share you own, they don't tell you that obviously the price will also only be a tenth of now.

If it's a normal 1-10 FS you don't end up with 11 shares for every share you own, you end up with 10 shares. If you don't believe it wait until they do the FS.

The interesting thing here is the stuff below:

Effective July 1, 2017, Vanguard Energy Corporation (the "Company") acquired all of the issued and outstanding shares of Solar Quartz Technology Limited ("SQTNZ"), a New Zealand corporation, for a purchase price of US$530 million, with the total consideration being satisfied by the issue of 213,402,755 shares of the Company's common stock (Approx. $2.50 per share).

That would mean that they will pay 2.50 after the FS which would be good for anybody who buys shares now.
