Your math is off. The FPFI AS is 5 billion but as of June 27 2017 the FPFI OS was 1,093,858,509 per TA (Pacific Stock Transfer Company).

There is a difference between the AS and the OS. It's important to understand basic terminology prior to investing or giving investment advice.
