Low has been calling for this funding play for some time now. Several months at least, I think.. If so, then the need for funding has been anticipated all along. The relatively small amount financed is striking. Is it because the actual need turned out to be much less than originally anticipated? Is it logical to infer from this that more money was made in the meantime than was expected, and/or less time is foreseen before other substantial sources of revenue are forecast to kick in? The negative interpretation is to say that this was all they could talk anybody into doing, but if that were the case, wouldn't the terms be more onerous, and if they needed more, they would have had to find a way to get it? But they didn't, so I think it's a good thing.
