There is NO WAY to reduce the os by buying back shares when there is no money to buy with. All she will do is swap for preferred shares which will be converted at a later date.
IF there is a reduction in os, it will have ZERO effect on trading volumes since the float will NOT change. In fact, if she holds true to form, she will advertise the first reduction in os as some big event, and fail to mention that the remaining shares that were to be reduced got the trading restriction lifted and sold into the hype.
Similar to hyping the AS reduction as being recent when it was well over a year ago.
