It is an initiative of Democratic Senator Benjamin Cardin, which requires Senate approval of a number of measures to ban Russian influence in Europe and Eurasia.

In the text of the document, already submitted to the Senate, Cardin requires that the 2018-2019 budget years, the United States anticipate a budget of $ 250 million to stop Russian influence in these areas.

The list of vulnerable countries and will have to benefit from this fund are Albania, Bosnia-Herzegovina, Georgia, Macedonia, Moldova, Kosovo, Serbia and Ukranina.

But what is the main goal? Senator Cardin provides that these funds assisted in the protection of critical infrastructures and electoral mechanisms to cyber attacks, fighting corruption and strengthening the rule of law, having an independent judiciary. Also required to increase the capacity of civil society, media, non-governmental organizations against the growing influence and propaganda of the Russian Federation in several states.
