Do you not think that they have several flight fields, and that NASA has additional support and divisions that can more than handle ongoing programs - while mission control, additional divisions, and staff at Edwards focus attention on the Shuttle's re-entry?

Your assumption is that both facilities are very limited in their capabilities, to which I'm attempting to point out to you that they're not.
