In my opinion, though, every penny stock out there is either "Pump and Dump" or "Dump and Pump" to SOME degree. Every company will attempt to manipulate to some degree when they have the lax regulations of the OTC exchange. It is up to the investor to figure out which direction the company is manipulating it (and of course up to the investor how to time things accordingly).
