No license will be granted to a facility that still has a dirt floor much less no cleanable interior walls, fixtures, grow lights, processing areas etc. IMO millions will likely be needed to do all that BEFORE a license to grow is granted. Even then they must go through TWO "grow cycles" and --presumably have their MMJ products inspected and certified safe and effective-- before they're granted permission to sell.

Only producers who are authorized to produce and sell to the public may sell or provide dried marijuana, fresh marijuana, cannabis oil, or starting materials to eligible persons.
