That's what I used to think. But that sort of behavior is "bad for business" for Inventiv. i.e., "not good to work with". i.e., will hurt them badly in the long run, having "bad character". Who would want to work with a vendor that will clobber you out of business ? Not just no, but hell no.

Then somebody posted reference to how the study is being run and it is not quite "double-blind" and more open than that.

So somebody should actually know something, both CVM and also Inventiv. What's the word "efficacy".

Meanwhile back at the ranch, CVM evidently did not do a quick and expedient response to the FDA either... and that dragged out quite a bit... (also)

So I am weighting in favor of all delays are CVM's doing.

Only thing I can think is promoting LEAPS into Phase (x) is "save the bacon" type of thing.
