It maybe what's happening...why would someone,"a Company" or "The Company" try to buy hundreds of millions of shares recently? Why would they not buy above the asking price of $0.0002?

Does a dark company needs to issue a PR if buying back their own stocks? Are there any loop holes preventing them for announcing it to the public?
Does a merging company needs to issue a PR or file with the SEC if buying on the open market if about to reverse merge with a dark company?
