That's MM's making a market... Those so called shorts are covered in minutes and in some cases seconds. MM's don't keep an inventory of penny stocks, so if they can't match a trade then they need to get them from another MM that has a block for sale.
It's making a market and has nothing to do with real shorting of which there is very little in sub penny stocks. Not much upside and unlimited downside with a lot of expense and the reason for $2.50 a share for reserve that ties up a boatload of capital.
