The regulations as written are on United's side. I'm not saying that it's right, but that's the way it is. United was completely within their legal rights to ask law enforcement to remove a passenger for any reason.

The Chicago Aviation Department "police" overstepped their authority when they went aboard that aircraft as they are not an official law enforcement agency. That's why those employees (note I don't use the term officers) have been suspended.

The authority to board that aircraft under a non-emergency situation lies with the Federal Air Marshals or the Chicago Police Department. And no one has the authority to assault a passenger who presents no apparent security threat.
