No, not every filing uploaded to Edgar is reviewed for factual correctness by the SEC.

On the other hand, you can bet that a company like MNGG that is already under SEC investigation will have every filing looked at carefully. The current MNGG 8-K, as 1manband pointed out, is fraudulent.
