I've done a lot of research and believe that the outstanding shares are somewhere between 843.8M and 851.5M after reading the company filings.

When the company stopped reporting it almost did a 1 for 300 reverse split. But the company officers resigned and went dark before this occurred. So it leaves us with the numbers above.
