Evaporative cooling is very common in dry climates. It's quite simple and inexpensive with very few moving parts.
Air is blown around with a fan to cool large areas.
The outside air conditioning is even simpler. It's just a hose with spray nozzles on it. Just hang it wherever you want to cool. I've seen them all the way around the perimeter of a patio at restaurants and bars. They really do make a difference.
