The company stated they were looking to increase the value of their stock. They also said they have not sold a share in a year. Therefore they are not planning to sell shares/dilute and thus do not need a 10B a/s. When they announced the increase, shareholders sold and scattered. So as to bring shareholders back and increase shareholder confidence a share reduction would go a long way. This is IMO as I do not regularly correspond with the company but the management has holdings which they want to see increase in value and the #1 way to do that is to reduce the a/s.
