The People's Committee of Quang Nam Province issued Decision No.37/QD-UBND defining the sequence of implementing investment projects in Quang Nam province to fulfill the administrative procedures for investment, land, building, environmental protection and other procedures related to investment projects in the province of Quang Nam.

As the rule, application objects include: (1) Investors implementing investment projects in Quang Nam province; (2) The lead agency for guidance and investment support; agencies directing and evaluating the implementation of the investment services stipulated in Paragraph 1, 2 and 9 of this Regulation; (3) Investment projects by investors as the investor in share capital, mobilized by the State or lease land without auctions, bidding or transfer; projects requiring change of land use purposes done in the province of Quang Nam; The investment project in the form of public-private partnership (PPP) projects and mining projects and projects using the State budget do not comply with this regulation.

Also, according to the principles of openness and transparency and the order, steps of procedures related to investment projects in the province in the process of implementing administrative procedures related to investment projects, investors will only work with the agencies in charge of receiving and handling procedures for investment and received results according to the time noted on the appointment card; in case of necessity, the lead agency organizes collection of the departments/agencies’comments in writing of the contents to be addressed.

The order and process to implement investment projects are as follows:

Step 1. Agreement on investment research (incorporating settlement of procedures: to provide information about the project location, planning information and other relevant information)

Step 2. Making a decision on investment policy; issuing certificate of investment registration; registration of business establishment as a project investor;

Step 3. Evaluation and approval of construction zoning or detailed construction planning; defining land rental prices.

Step 4. Evaluation and approval of the report on environmental impact assessments for projects which require implementation of environmental impact assessment; confirming environmental protection plans of the projects subject to registration of environmental protection plan under the provisions of the law on environmental protection;

Step 5. Notification of land withdrawal; Decision on land withdrawal, approval and implementation of the compensation, support and resettlement plan (for cases of land withdrawal by the Government under the provisions of the Land Law 2013);

Step 6. Commitment on schedule and security deposits for implementation of investment projects;

Step 7. Issuing the decision on land allocation or land lease; allowing transfer of land-use purpose, signing land lease contract; issuing certificate of land-use rights;

Step 8. Signing power purchase contract.

Step 9. Evaluation of basic design, Approval for fire prevention and fighting;

Step 10. Evaluation of documents of construction designs and drawings; issuing construction permit;

Chu Lai Open Economic Zone Authority is in charge of guiding and supporting investors during implementation of investment projects in the territory of Chu Lai Open Economic Zone.

Quang Nam Industrial Zones Auithority is in charge of guiding and supporting investors during implementation of investment projects in the areas of industrial zones.

The Management Board of Dien Nam - Dien Ngoc New Town Development is in charge of guiding and supporting investors during implementation of investment projects in the area of ??Dien Nam - Dien Ngoc New Town.

The Investment Promotion and Enterprise Support Agency is in charge of guiding and supporting investors in the process of implementing investment projects in other areas of the province.
