Notice in the example you gave it indicates the need for a minimum closing price of $3 (for at least 5 trading days) in order to uplist. Whereas now the requirement is $4, and a one year requirement. Something changed between when Retrophin uplisted and now. The requirement are different. But like I said, May or June is just around the corner.
