...ah... the EPCC is the Enginering, procurement, construction and commissioning phase of the Magnolia LNG Plant in Lake Charles... it's just part of the process needed before they begin construction of the plant... they entered into a contract with Kellogg Brown and Root for the construction...they have entered into negotiations with Clough-CH·IV for the engineering part of the plant... it's all part of the regulatory process before construction can begin..once all of them work out everything, then they'll obtain all the necessary permits and authorizations... once all that is obtained they can actually begin construction... getting close :)
