First, you are assuming that they are aware of the scheme, and secondly, what makes you think the scheme is "cockamamie"? Don't forget it's taken in almost 40 million dollars and that doesn't include when the scam was called Loch Harris!
I'd say it's been a pretty successful scam, not cockamamie at all.
