I had done up that picture one evening after the PR of the Army genset delivery. Harry said:

We believe our technology can have an even greater impact on the prime movers themselves, the tanks and trucks especially, where strict dependence on diesel and JP-8 has always been a planning hurdle in deployment and supply. These engines open up many options.”

Is the guy just appallingly ignorant, delusional, or a pathological con man and liar?

The Army, along with all allied countries, settled on JP8 to run everything, specifically to eliminate the "planning hurdle in deployment and supply" of different fuels for different equipment. This was the whole reason the Army let R&D contracts for small generators that could run on JP8. They were the last equipment that didn't run on it.

Does Harry really think that in a combat action Army equipment just rolls up to the local Conoco station and the attendant just fills'er up with whatever they've got?

After delivering that genset years late and with obvious problems with reliability -- did you notice that after spending $1.4 million tax dollars on a 10 kW generator, they haven't shown a video of it running or made a peep about using its design for anything else? -- Harry's telling the Army they need to run trucks and tanks on his engine. He's never been able to move a go-kart under Cyclone engine power.

Does he think the Army decision makers would be pleased with him putting words in their mouths, or had he been told not to come back so had already burned that bridge?

Remember the 80W "Genie" backpack generator for the military? He had a firm order to build four and delivered nothing. But he does have a paperweight he tells people is an engine.
