I actually have read them as I have been following the Westergaard case closely. He violated sections 10 and 17. He lost his investment advisor license in l998. I have even spoken to the SEC attorneys who are suing Westergaard as I provided a bit of evidence for them. This guy was telling people to mortgage their house to buy shares of ASTN and to do it on margin also. He told htem to buy more at every dip and it dipped alright.

Westergaard's touting was actually a federal act as it crossed state lines via the internet. He also sent out email newsletters to 6,000 recipients touting the stocks. They kinda do have internet rules now if ou view it this way. When his touts failed to meet expectations, he said the CEO's lied to him. They are the ones who committed fraud. He is a victim. Interesting about registered reps. I guess that's why they now prefer unregistered reps.
