Very common to see dead paper being sold by offshore boiler room outfits to dupes in various parts of the world. You wouldn't expect to see any promotional activity associated with it in the US - ie no evident "pump". But the boiler room guys would be talking up "reverse mergers" and other crap to their victims.

It's a pretty low-risk sort of scam - the boiler room might be in Thailand; the victims in the UK or Australia; national regulators find it difficult (& expensive) to pursue crooks across borders.

The common deal would be for whoever wants to offload the paper to split the take with the boiler room operator.
