It depends on how you define it, he paid 45k for the shell and an unknown amount for shares to get 53.5% of the float.

Auditing, legal, admin, permits, filings fees and so forth can cost 100's of thousands of dollars. So how much is the total cost to go public, much more that the cost of the shell.

then you add in opportunity cost for all of the time spent, i'd say you looking at $250k minimum, more likely more as auditing 3 years of multiple companies is not cheap
