There is much risk involved in the unknown which results in a low PPS, even when merger news is released it will not rocket directly to .01.

These plays move in cycles

1st - Shell is bought and changes on SoS - send PPS from trips to .00's

2nd - Waiting period on confirmation - accumulation high, gives back some initial gains but holds above original price.

3rd - Confirmation of merger - anywhere from small sell off to decent bump in price that will retreat to slightly higher/lower than previous PPS

4th - News comes out about newly formed company with is where the real gains commence

We are in the 2nd phase where big players are not willing to risk their money on the potential reward as there is still many unknowns, this is where the little guy can make a killing as the risk/reward is very high.
