My read of the TEDS solicitation was that the contractor was responsible for shipping (from the TSA warehouse), uncrating and installing equipment, but not for actually purchasing. I didn't see any hard deadlines about period of performance, but I think the meaning of H4 in the solicitation is that it would begin 60 days after contract award (to allow contractor personnel to have drug testing)
