In the app store, its called "TD Ameritrade Mobile"
I am not a professional trader, so perhaps it is not complete enough. But I see real time lists of the market makers on the bid and ask, number of shares offered or sought, and for what price.
For SIAF, I was always able to see Level II in this app from the beginning. For AAPL and F, the app said "Level II data not available." I needed to go online on my computer and find a setting in my TD Ameritrade profile and turn on "View Level II." Then it worked for all. It's a free app and a free service for me, but I do have a small account with them.
