one announcement with Raytheon could bring this up to .05-.10 within minutes

Don't hold your breath. Raytheon ordered two Mark 5 engines. Cyclone couldn't deliver.

Raytheon ended up with two "Manta 36" low performance engines, instead.

Kevin Bowen, who was driving that project, retired from Raytheon. There hasn't been a peep out of Raytheon in the years since about steam powered submersibles.

And even if Raytheon was in the market for steam engines, why wouldn't they just use the ones they manufacture for the Navy's Mark 46 and Mark 54 torpedoes?

Nope, the whole Raytheon-Cyclone exercise was for the Raytheon engineers to quickly and cheaply acquire all the knowledge it took Cyclone 10s of millions of dollars to develop.

They've got it, and are long done with Cyclone.
