I did some digging on the US Army Night Vision and Electronic Sensors Directorate grant. This is also referred to as SBIR/STTR. Anyway, it looks like there are specific topics that you apply to. I'm not sure which category 3DIcon went for... The only topic that had the term 3D in it was about 3D printing.
Moving on, I got some specific dates. The proposals can be submitted from Mar 5- April 9. That jives with what Victor said in his letter. No word on when they announce the winner, but based on my past experience, the Government will probably announce the winners at about the 60 day mark putting us at circa 9 June.
