No, I was pointing out that Fannie and Freddie are only profitable because the US Treasury is explicitly backstopping them. They are capturing the spread between borrowing at or approximately risk free rates and lending at market.

Relating back to your comment about privatizing, it seems impossible to do so when you could only be capitalizing government involvement (i.e. selling the use of the Treasury's balance sheet).
