Obi help: conservator-ship has no way out without congress

This is twitter conversation originated by David Stevens. Stevens is CEO of MBA, a major force behind the CWJC bill.

He claims that without Congress act, there's no way to get out conservatorship. I read the 3rd amendament, there's no provision that requires congress action.
