(Reuters) - Iraqi Prime Minister Nuri al-Maliki will unveil his new cabinet on Monday, retaining the oil minister who forged ambitious plans to turn the war-ravaged country into a top global oil producer, senior officials said.
Iraqis have been waiting for a new government since a parliamentary election in March failed to produce a clear winner and displayed the depth of Iraq's ethnic and sectarian divisions. Months of political squabbling ensued.
Oil Minister Hussain al-Shahristani, a Shi'ite, will be a key member of the new cabinet as Iraq tries to rebuild damaged and neglected infrastructure more than seven years after a U.S.-led invasion ousted Sunni dictator Saddam Hussein and triggered sectarian warfare that killed tens of thousands.
Foreign Minister Hoshiyar Zebari, a Kurd, will also stay in his post but a final decision on a new finance minister has not been made, said sources close to Maliki, a Shi'ite.
Parliament cleared one of the final hurdles to the government formation on Saturday by lifting a ban on three senior Sunni politicians who had been excluded for suspected links to the party of former dictator Saddam Hussein.
"Today's decision will help create a suitable atmosphere to form the government," said Sami al-Askari, a prominent member of Maliki's political bloc.
Shahristani's return is a sign to oil companies that Iraq will honor contracts to develop its vast oil reserves.

Two of the most prominent Kurds in the government's inner circle will be familiar faces: Zebari and Deputy Prime Minister Ross Nouri Shawis.
Still unsettled is the role of Iyad Allawi, the secularist Shi'ite former prime minister whose cross-sectarian Iraqiya bloc won 91 seats in parliament, more than any other grouping.
Under a power-sharing deal reached on November 10, he was expected to take the leadership of a national strategic policies council. But he has since wavered, and said on Friday he would only take part if he was given real power. Maliki has said the strategic policies council would be an advisory body.
Senior officials said Maliki's announcement on Monday would not include sensitive security posts, including the interior, defense and national security ministers. Nominees have not yet been decided due to a dearth of qualified, independent candidates, officials said.

BAGHDAD (Reuters) - Iraqi politicians appeared to have broken an eight month political impasse on Wednesday when the Sunni-backed Iraqiya alliance agreed to take part in a new government headed by incumbent Prime Minister Nuri al-Maliki.
Maliki inched closer to a final deal to secure a second term on a day when bomb and mortar attacks targeting Christians across the Iraqi capital killed at least three people and wounded dozens of others.
After a meeting of Iraqi political leaders, a senior lawmaker from the cross-sectarian Iraqiya coalition headed by former prime minister Iyad Allawi told Reuters the bloc would join a Maliki government.
The decision offered hope that the next government would include enough Sunni representation to ease the chances of a return to the sectarian violence that killed tens of thousands of people after the 2003 U.S.-led invasion that ousted Sunni dictator Saddam Hussein.
Iraqiya will meet on Thursday to sort out lingering disagreements and choose a nominee from the party for speaker of parliament, said the lawmaker, who asked not to be named.
Parliament was scheduled to meet on Thursday for just the second time since an inconclusive election in March.
Iraq has been without a new government since the vote, which gave Iraqiya two more seats than Maliki's bloc. Neither had enough for a majority in parliament, leaving the factions to negotiate a government.
Iraqiya joins a Kurdish alliance in supporting Maliki following months of contentious negotiations that raised tensions in Iraq as the army and police try to cement security gains against a stubborn insurgency.
Last month, Maliki toured capitals in the region -- from Iran and Syria to Turkey and Egypt -- to gain regional backing for his effort to stay in power. He offered Arab nations investment deals in Iraq in exchange for nudging Iraqiya towards a compromise, political sources said.
Over the past months, Iraqiya had repeatedly rejected another Maliki term and demanded the right to form the government as the top vote winner in the election.
"Tomorrow in parliament, it will be the beginning of forming not just the government, but forming the Iraqi state," said Maliki on Wednesday. "God willing, we will go ahead."
Parliament met briefly in June but lawmakers said they needed more time to decide who would hold the highest offices. Last month, Iraq's high court ordered parliament to resume its sessions, putting pressure on politicians to expedite a deal.
The long deadlock has fuelled tension even though the sectarian carnage unleashed after the 2003 U.S.-led invasion is receding while U.S. forces prepare to withdraw in 2011.
A series of attacks on Christian targets across Baghdad on Wednesday stirred renewed fear in the minority community. The bomb and mortar blasts occurred just 10 days after a bloody siege at a Catholic cathedral that killed 52.

Politicians from Maliki's Shi'ite grouping, the National Alliance, said they would go ahead with government formation as long as they had a political majority and even if other blocs chose to boycott the parliamentary session.
"We do not imagine a government that does not represent all Iraq's factions ... But the government does not and will not stop, God forbid, if a list stays behind," Ibrahim al-Jaafari, a senior member of the National Alliance, told a news conference.
Haidar al-Ibadi, an influential lawmaker from Maliki's Dawa party, said his bloc has agreed with others, including the Kurdish Alliance, which has 57 seats, to attend Thursday's parliamentary session even if others chose to stay away.
"We want a national sharing government but if some parliament members insist on not attending, this is up to them," he said.
Iraqi political leaders began a series of talks on Monday to try to agree on a government of national unity that would include Shi'ites, Sunnis and Kurds. They were expected to reach a final deal on the top posts before the parliamentary session on Thursday.
The government needs a component representing the minority Sunnis if it is to try to heal old sectarian wounds. Excluding Iraqiya could anger its Sunni voters and reinvigorate the Sunni Islamist insurgency.
Under the expected deal, Maliki would remain prime minister and Jalal Talabani, a Kurd, would retain the presidency.
Iraqiya would take the speaker's post, the foreign ministry and a role with possibly expanded authority over defence issues, the economy and foreign affairs.

Iraqi Prime Minister Nouri al-MalikiIraq's political rivals, who have been at work for a long time to appoint the country's future government, clinch a deal which rein states Nouri al-Maliki as premier.
"An agreement was reached yesterday among the political parties," government spokesman Ali al-Dabbagh was quoted by AFP as saying on Sunday.
"The prime minister will stay on, and the Iraqiya Alliance will choose its candidate for parliament speaker," Dabbagh said, citing the provisions of the deal.
The country held parliamentary elections on March 7.
Maliki's State of Law coalition and archrival Ayad Allawi's al-Iraqiya respectively secured 89 and 91 seats in the 325-member parliament, both stopping shy of the 163 seats required for a majority.
Speaking to British daily The Guardian on Wednesday, Allawi said, "We are in the final days of making a final decision on this issue."
Recurrent high-profile messages had cautioned ahead of the agreement that further delay in formation of a new government could increase violence.
The next leadership is expected to defuse the countrywide tension, resulted from the 2003-present US-led invasion.

BAGHDAD / Aswat al-Iraq: Visiting Turkish Foreign Minister Ahmet Davutoglu said during a meeting with Iraqi Prime Minister Nouri al-Maliki in Baghdad on Sunday that only the Iraqis are the ones who make the decisions regarding the formation of their new government, according to a statement by Maliki’s office.
“Davutoglu stressed Turkey’s support for Iraq to maintain its security and stability and achieve prosperity,” read the statement as received by Aswat al-Iraq news agency.
Maliki had received the Turkish top diplomat and his accompanying delegation and underlined during the meeting the importance of furthering relations between Iraq and Turkey in all fields to the interests of the two countries.
Davutoglu had arrived in Arbil Sunday morning and was received by Iraqi Kurdistan Region President Massoud Barazani and Prime Minister Burham Saleh.
The visit comes one day ahead of an expected meeting of the leaders of Iraqi political blocs in Arbil on Monday (Nov. 8) in a bid to reach an agreement over sovereign posts and the formation of an Iraqi government.

The deal will see Nouri al-Maliki stay on as prime minister, but will allow MPs from Iyad Allawi's Iraqiya party choose the speaker.
A government spokesman, Ali al-Dabbagh, says some details still need to be ironed out but that parliament will meet to choose a speaker on Thursday.
He says Mr Makaki and Mr Allawi will meet in the northern city of Arbil later today for a formal ceremony to announce the agreement.

Vietnam’s inflation accelerated to a 19-month high, a sign that an August currency devaluation may be hurting efforts to restrain prices.
Consumer prices rose 9.66 percent in October from the same month a year earlier, according to figures released by the General Statistics Office in Hanoi today. That’s faster than an 8.92 percent increase the previous month. Prices rose 1.05 percent from September.
Vietnam has devalued its currency three times in the past year as policy makers sought to cut the trade deficit. The dong’s weakness may fan inflation, which has held above 8 percent for nine consecutive months, exceeding the government’s target for this year.
“Inflation is on the rise again and we expect it to top 10 percent by year-end,” Dariusz Kowalczyk, a Hong Kong-based senior economist and strategist at Credit Agricole CIB, said in an Oct. 11 note. “Policy makers have ignored the fact that real interest rates have turned negative as growth seems to be their primary goal.”
Prime Minister Nguyen Tan Dung’s government is targeting economic growth of as much as 7.5 percent and inflation of about 7 percent next year. Gross domestic product may expand 6.7 percent in 2010, Dung told the National Assembly on Oct. 20.
Dong, Stocks
The State Bank of Vietnam weakened the currency’s reference exchange rate by 2 percent in August, citing the need to curb the trade shortfall.
The dong traded at 19,495 per dollar in the interbank market as of the close in Hanoi yesterday, from 19,099 when the central bank devalued the currency. The Ho Chi Minh City Stock Exchange’s VN Index rose for a second day, adding less than 0.1 percent to 445.21.
“The Vietnamese dong weakness will continue to push up inflation,” Alan Pham, the Ho Chi Minh City-based chief economist for VinaSecurities, said in a monthly research note received on Oct. 15. “The possibility of another devaluation in the 2 to 3 percent range cannot be ruled out.”
Overall food prices rose 11.91 percent in October from a year earlier, and climbed 1.32 percent from September.

HANOI, Oct 19 (Reuters) - The State Bank of Vietnam has no plans to adjust the dong exchange rate against the U.S. dollar, even though the dong's value has been dropping on the unofficial market, a state-run newspaper reported on Tuesday.
"At present the State Bank does not have any plans for exchange rate adjustment," Governor Nguyen Van Giau was quoted by the Saigon Giai Phong daily as saying, rejecting market rumours of a dong devaluation.
The central bank has devalued the dong VND=SBVNVND=VN three times since November and speculation of another devaluation has been putting pressure on the currency, making businesses reluctant to sell dollars.
Dollar demand has also been rising as businesses need the currency for loan repayments and importers need dollars for settlements.
However, the dong edged up to 19,870/19,920 per dollar on the unofficial market on Tuesday morning from 19,920/19,970 on Monday, while it was steady at 19,490/19,500 dong on the interbank market, with the selling rate at the permitted ceiling.
Victoria Kwakwa, the World Bank's representative in Vietnam, told reporters on Tuesday that "we think that broadly the government has been moving in the right direction" on monetary and fiscal policy.
However, she said more could be done by the authorities to communicate their policy stance and give more information on indicators, so as to build up confidence in overall macroeconomic management.
This would help "address some of the left-over expectations of inflation and continued instability that are underpinning some of the challenges".
The Bank's lead economist for Vietnam, Deepak Mishra, said he expected pressure on the dong to ease over time, but how the market reacted would depend on the government putting forward a "credible road map" for dealing with the problem.
The International Monetary Fund warned in September that Vietnam needed to concentrate on maintaining the level of the dong, and said that repeated comments from the government about the need to lower lending rates was counter-productive.

Oct. 12 (Bloomberg) -- Vietnam’s dong is about 2 percent cheaper to buy in the black market than the rate banks pay and devaluations are likely in 2011 to bring the official exchange rate into line, according to Credit Agricole CIB.
The dong was trading at between 19,820 and 19,880 per dollar at money changers in Ho Chi Minh City this morning, according to a telephone information service run by state-owned Vietnam Posts & Telecommunications. The rate in the interbank market was 19,485 as of 9:35 a.m. in Hanoi. The Vietnamese central bank permits the currency to trade up to 3 percent on either side of its reference rate, currently set at 18,932.
Dollar liquidity has dried up because of the disparity between the official rate and market rate, forcing importers that need foreign exchange to buy euros instead, according to an Oct. 11 research note written by Dariusz Kowalczyk, a Hong Kong- based senior economist and strategist at Credit Agricole.
“The foreign-exchange market in Vietnam is distorted by all the regulations and by all the methods that companies are forced to use to circumvent them,” Kowalczyk said in a phone interview yesterday. “But the big picture point to make is that relatively soon after the last devaluation, the implied exchange rate is already 2 percent weaker than the official rate.”
Devaluations Coming
The last devaluation of 2 percent on Aug. 18 was “not large enough to balance the market,” Kowalczyk wrote in the note. The dong will probably be devalued by another 2 percent in February and by a further 3 percent in the northern hemisphere’s summer or autumn of 2011, bringing the official exchange rate to 20,500 per dollar, he wrote.
Vietnam’s inflation accelerated in September to 8.9 percent, the fastest in four months. The trade deficit widened to $1.05 billion in September from $395 million the previous month, according to preliminary General Statistics Office figures.
The currency’s weakness is being driven by Vietnam’s “large and persistent” trade deficit and by inflation, wrote Kowalczyk. The trade shortfall is putting “pressure on Vietnam’s balance of payments, requiring further devaluation in order to at least partially restore exports’ competitiveness,” he wrote.

Central Bank past by deleting the zeros of the Iraqi operation
Ministry of Finance said that the central bank past in his quest to delete the three zeroes from the Iraqi currency.

Government adviser: International Monetary Fund calls for Iraq to reform the tax

In her newly released book, The Weekend that Changed Wall Street (Portfolio/Penguin, $26.95), author and CNBC anchor Maria Bartiromo skillfully describes the fateful events that took place during the weekend of Sept. 12, 2008. Bartiromo gives the reader a fly-on-the-wall view of the discussions and phone calls that determined the fate of Lehman Brothers, the esteemed 158-year-old investment bank, as well as the fate of many other Wall Street firms, from Merrill Lynch to Morgan Stanley (MS) and Goldman Sachs (GS).
Bartiromo's access to movers and shakers from Wall Street to Pennsylvania Avenue is impressive, and it affords her an eyewitness account few others are privileged to have. Many of the anecdotes she shares were previously unreported and reveal the emotions of the key players involved.
The book opens with a prologue that describes the legendary annual holiday party held at Steve and Christine Schwarzman's opulent apartment at 740 Park Ave. in December 2006. Bartiromo attended the James Bond-themed event accompanied by her husband, Jonathan Steinberg (who's father, Saul Steinberg, was the former owner of the apartment). Bartiromo recalls standing in a corner of a room, chatting with Jimmy Cayne (the former chief executive of Bear Stearns) and Dick Fuld (the former head of Lehman Brothers). Little did any of them know that two years later, neither Bear Stearns or Lehman Brothers would exist.
A Tale of Two Suitors
Bartiromo's book portrays Henry "Hank" Paulson, then Secretary of the Treasury, as a marriage broker of sorts during the crisis, desperately trying to find a potential Lehman buyer. Paulson encouraged Fuld to reach out to both Bank of America (BAC) and Barclays (BCS) in order to prevent his investment bank from failing. Bartiromo describes how Fuld and his Lehman lieutenants furiously tried to structure a deal that involved packaging and off-loading the toxic assets on Lehman's balance sheet to make it an acceptable acquisition candidate for a potential buyer.
According to the book, Fuld thought he had a deal lined up with Ken Lewis, CEO of Bank of America, but in reality, Lewis had quietly decided not to buy Lehman. In fact, on Saturday, Sept. 13, a day after informally agreeing to a deal, Lewis was avoiding the calls Fuld made to his home phone.
Indeed, according to Bartiromo, that same weekend, Paulson had also encouraged John Thain of Merrill Lynch to contact Lewis to discuss strategic opportunities between their two firms. While Lewis was avoiding Fuld's calls, he was accepting calls from Thain, who was also trying to save his company. Lewis agreed to fly from his Charlotte, N.C., headquarters to New York to meet with Thain on Sept. 13. Bartiromo writes that when she learned that Lewis was in discussions with Thain that day, she knew that Lehman was down to one possible suitor -- Barclays.
Massive Wake-Up Call
According to The Weekend that Changed Wall Street, Lehman Brothers prepared three different press releases that weekend, unsure of which would be distributed before the markets opened Monday: One announced a sale to Bank of America, another described a sale to Barclays and the third announced that Lehman had found a Middle Eastern investor. In the end, neither Bank of America or Barclays stepped up to the plate because the federal government was unwilling to guarantee Lehman's toxic assets. It was a press release hadn't been prepared -- one announcing Lehman's bankruptcy -- that was distributed to the world on Sept 15.
