That is really funny. Quinine was isolated from the tree bark in 1821 and by 1845, Sappington manufactured his quinine pills - then later in 1896, Walter Reed discovered that quinine is a plasmodial poison to the little buggers in the bloodstream, which KILLED them. Quinine pills were administered to soldiers in World War 2 and most did not die from malaria.

Listen, here's the deal. We can cite all sorts of things against any person any time especially when involved with a clandestine business dealing as Ryan Dunlap found himself and had nothing to do with it.
I wish those people who cite these type of cases would also perform their due diligence. The adage, where there's smoke, there's fire does not adhere to Mr. Dunlap in this court case against Galena officers. Here's is the court's summation on Mr. Dunlap and he was not liable based on his mere presence: "The Court reaches a similar result as to Dunlap. He is also said to have been in attendance when Schwartz allegedly made false or misleading statements, see, e.g., id. ¶ 131, but Dunlap is not liable based on his mere presence. The remaining allegations as to Dunlap are meager. Id. ¶¶ 128, 133, 135. The press releases which Dunlap signed indicate historically accurate financial information and a forward-looking statement that Galena "anticipate[s]" enhancing its relationship with the oncology community. The fact that CYDY is not bankrupt or out of business, claimed by those for the past year, should try to see that Leronlimab is on the path to resurrection, now that the previous CEO has been fired.

That’s how money is doled out in a grant. The announcement comes first. Then you do the work and some money is sent in periodic milestones and at the conclusion of the work, the final amount is sent.
There is no such thing as received because either the full payment is held until the end of the work or a couple of incremental payments are sent.
