Rachel Panay
A Washington, D.C. native, the only child of a classical pianist mother, Rachel Panay has been honing her craft since the age of eight. At Duke Ellington High School for the Performing Arts, she trained formally in voice, dance, and musical theater and wrote her first composition, “Gun of Love", which became WPGC Washington, DC's theme song for its "Stop the Violence" campaign. After graduating from the prestigious Berklee College of Music in Boston, Rachel's unique style emerged as she became deeply involved in the Boston live music scene, experimenting with the genres of Jazz, Acid Jazz, Pop, R&B, and even Latin Funk. Her original track "Desire" brought her to the attention of Boston based DJ’s and promoters and with their encouragement, Rachel continued to move in the Dance/House direction with follow-up, “Shine On” which garnered an even more enthusiastic response and later landed on Miami’s SFP Records.
Upon attending the Winter Music Conference of 2001, Rachel relocated to Miami to collaborate with several production teams leading to the signing and release of additional original productions “You Make Me Feel” sited in Billboard Magazine as one of the top Dance tracks by an emerging artists, “I Still Want You”, currently on Music Choice’s Dance channel, as well as her first major label appearance on BMG Latin’s remake of Foxy’s “Get Off” currently available on BMG’s Latin Party compilation and Verano 2003. While in Miami, Rachel also performed for the most high profile of events including Winter Party, White Party, Mr. Miami International, Miami AIDS Walk, Aqua Girl and more and had a regular series of performances at Frankie & Johnny’s, The Cactus Club and the Hotel St. Augustine where she presented her originals alongside Jazz standards and uniquely presented covers.
During the fall of 2003, Rachel began to promote the track that would capture the ears and imaginations of dance floors, DJ’s and fans everywhere, “The Walk of Shame”. Written with good friend and collaborator, Steven Billing, the song soon came to the attention of DJ Angelo Kortez whose subsequent Palacio Edit was selected by Rosabel to appear on their Fireball CD compilation on Centaur Records.
But this was only the beginning…DJ Yiannis Elia, resident of Washington, D.C.’s Velvet Nation took the vision to an entirely new level, creating a track that would be for Rachel, the definitive version, a vehicle for her voice and for the persona that she had created to convey the song’s message of an evening’s adventure that ends in humiliation and shame. The underground buzz around the track continues to build here in the States and abroad and “The Walk of Shame” is steadily treading the path to club Anthem status. Two high profile performances of the track at Nation's Love March and Washington, D.C.'s Cherry Party 2005 sealed its fate as a track of and for the people!
.
During the fervor surrounding “The Walk of Shame”, Rachel was busy working on a new collaboration with Josh Harris, formerly of renowned remix team, The Passengerz. Their first single, “Back to Love”, is now out on Act 2 Records and is currently #9 with a bullet on the Billboard Dance Chart at the time of this publication.
It was recently featured on DJ David Knapp’s White Party 2 compilation CD, and will also be included on the upcoming Queer as Folk compilation CD on Tommy Boy Records. “Back to Love” is also going strong at radio and retail, and will receive national television exposure through Rachel’s featured performance and interview, filmed a few short weeks ago with Q On the Move, on the Q Television Network, which reaches 6 million subscribers!
With Filtered House, Soulful House, Tribal Anthem, Breakbeat, Circuit House, and Lounge edits, as well a Pop Radio Edit that has already started to cross over onto mainstream radio, “Back to Love” is proving to be Rachel’s bridge to span across the many sub-genres of Dance and be embraced by all audiences.
Recent highlights in support of “Back to Love” include performances at super capacity venues like Washington, D.C.’s Nation, San Francisco’s The End Up, Tampa’s Chrome, New York’s Club Deep, Boston’s Felt, Miami’s Twist and the infamous Banana Café in Paris! Rachel also appears in more intimate venues with her live band where she weaves a magical web of musical versatility, incorporating Jazz, Cabaret, Broadway standards, R&B, Pop and originals.
Drawing comparisons to her influences Kristine W., Amber, and Ultra Nate, Rachel is poised as a leader in the next generation of vocalists and songwriters who believe that Dance music can and should uplift, provoke thought and feeling, speak the truth, and of course make the floor move and club goers sing along!
Rachel currently commutes between Miami, her hometown of Washington, D.C., & New York City. She performs regularly at club venues and events and is recording new material both in Miami and New York.

Geronimo, I agree with you!
CT Here, I don't mind at all. Post it anywhere you like! Spread the good words about Q! Thanks!
Come on, Duke! Don't waste your post on Viagra!
Duke, if Q did inked a broad-based carrier agreement with Time Warner, then it's pretty messed up Video International would mention it first. Shouldn't Q be the first to come out with a pr stating they inked a deal with Time Warner. Oh god, more confusion!
If they inked Time Warner, then it's AWESOME news! The article doesn't state that it's a hunting license. The article said recent! I assume they are not referring to the hunting licnese then. Anyone cares to discuss!
Doesn't anybody else on this board find the statement "The net has recently inked a deal with Time Warner cable as well." intriguing at the least? Come on, guys!
Is the article referring to the hunting licnese they had with Time Warner? Someone should e-mail that article to Q and have that confirm whether they inked a deal with Time Warner. That line opened my eyes!
DukeofEarl, I guess it's new; the article is dated January 2005. This is the first time I came across it.

Gay TV Networks to Conquer the Masses By Lucy Cohen
January, 2005 VOL. 25 NO. 1
At first it was Will & Grace, then Queer as Folk - before long, TV audiences worldwide were inundated with shows that focused on the gay community. While these programs have achieved great success among straight audiences (females especially), there has, until now, been no TV channel exclusively by gays and for gays. But today, lesbian, gay, bisexual and transgender (or LGBT)-focused networks are hitting the airwaves in a big way, both in the U.S. and abroad.
Proof of the genre's newfound international acceptance was seen at the last year's International Emmy Awards where the flamboyantly gay host, Graham Norton, set the stage for rest of the evening. Canada is home to the first-ever LGBT premium channel, PrideVision. In Europe, there is Gay TV, based in Milan, Italy, which was launched in April 2002 and PinkTV, based in "gay Paris," which just launched this past October. In the U.S., there are two networks already up and running - Q Television and Here! TV- and one, called LoGo, which was set to launch next month but has been pushed back until May.
In 2001, Canada's CRTC, its radio and television regulatory agency, authorized PrideVision, a digital pay-TV channel serving the gay community. Ratings for the channel, however, have been disappointing. Jason Hughes, PrideVision's director of sales and marketing, attributed the rocky start partly to launching four days prior to September 11th.
"We offered a three-month free preview, like 46 other digital channels that year. But, then we changed to premium service with a monthly fee [while many of the others remained free-to-view]," Hughes explained. Starting this month, in an effort to improve ratings, PrideVision will adopt a new name and become part of a non-premium digital tier package. The net will also launch a separate channel called HARD, featuring erotic programming 24/7.
Pending complete financing, PrideVision plans to launch in the United States as PrideVision U.S., joining the ranks of the three other networks that should be up-and-running by the beginning of this year.
Last October marked the launch of PinkTV, France's first cable and satellite channel for LGBT audiences. The programming mix includes gay erotica, documentaries and a sports program, that is hosted by a transvestite; all shows are broadcast in English with French subtitles. Subscribers pay nine euro per month and the channel is aiming for 180,000 subscribers within two years. With a budget of just over 12 million euro a year, advertisers will make up 20 percent of PinkTV's revenues.
Currently in the U.S, three channels are set to battle for the attention of the gay community. In September 2004, Triangle channel morphed into Q Television. But the Palm Springs-based company, whose carriage is for now mainly on RCN (a large MSO), has yet to reach a viable number of households and some experts wonder whether it will ever really take off. The net has recently inked a deal with Time Warner cable as well. "We'll never get above 55 percent of homes," said Q Television CEO Frank Olsen, "and honestly we don't want to. We don't want to intrude into someone's home, we want to be invited into it." The channel is available for a $7 monthly subscription fee and the additional revenue comes from advertising. "We want to be a gay channel committed to culture, sports, information and news," Olsen said. "We are not interested in making gay people into caricatures, like a lot of the mainstream shows do."
Olsen, who once owned a slew of gay bars, said that the idea of a gay network seemed obvious. "The gay community has a very large disposable income," he said. Even though the idea came to him a while ago, what allowed Olsen to finally launch the network was the emergence of digital technology, such as secured access.
Another LGBT net that has leveraged technology to its advantage is Regent's Here! TV, which, according to CEO Paul Colichman, is "available on a variety of platforms, including pay-per-view, VoD and subscription, among others." This ubiquity seems to have paid off, since the network is subscribed to by almost 35 million homes. The decision to exist exclusively as a pay service was not based only on a desire to stay out of uninterested homes as was the case with Q Television; it was also fueled by a desire for more creative freedom. According to Colichman, "relying on advertiser support puts constraints on a network." He sees his net as a kind of HBO for the gay community - with the ability to take more risks with its own original scripted programming and specials. While the net has a large library of movies, it is most proud of its original programming and premiers. Here! owns its own theater in L.A., so after features are screened there and throughout the U.S., they are shown on the net.
Unlike other executives who claim that shows like Will & Grace and The L Word perpetuate gay stereotypes, Colichman praised those shows for helping launch his network. "Those programs help us because we are selling the service to straight executives. It's better that they have a good feel for the community," he said.
Of all the gay TV nets, LoGo, a Viacom-owned digital LGBT network, set to launch on February 17, 2005, is the most talked about network on the slate. David Bittler, the net's spokesman, stressed that what will set it apart from the rest of the channels is its association with Viacom and MTV Networks, which he describes as having "a long history of super-serving niche audiences." He added, "We also have access to a large pool of talent and resources." The net will present original programming, including reality, comedy and cabaret, as well as a large library of films. Unlike the others, the net is available on basic cable, as part of a tier-package, and will be accessible to all cable and satellite households.
LoGo's wide range is being met with some controversy. "In some ways appealing to the mainstream is good, because it normalizes gay content," said PrideVision's Hughes. "But the danger with networks like LoGo is that you are going to get watered down 'gay-lite' shows, which are not what the community wants."
Some even question whether, in a country like the U.S., where politics are becoming more conservative, LoGo will get off the ground at all. "It isn't ever going to happen," insisted Q's Olsen. "They can't do an unscrambled gay network that is so widely distributed. The FCC [the U.S. regulatory agency] is not going to allow it." Olsen denied that his cynicism is based on a secret desire for the net to fail. "I'd like LoGo to get off the ground," he insisted. "The more gay networks there are the better it is for us. We're better off if we can be part of a boxed [tier] set." Here!'s Colichman echoed Olsen's enthusiasm and said, "I am a big fan of the people at LoGo and hope that they get off the ground. Besides the fact that it's great for the community, it will be a good outlet on which I can advertise [my channel]."
When asked why so many LGBT nets are getting off the ground now, LoGo's Bittler provided a three-fold answer. "Firstly, gay culture is permeating the mainstream," he said, referring to the explosion of gay-themed programming everywhere. Secondly, "We were one group without a home in television," and finally, he pointed to the economic opportunity the gay community offers. "We have seen that the gay community has billions of dollars in spending power. We are over the index in terms of education, affluence and advertisers want to openly court us." Which is good news for the cable net, which will depend entirely on advertiser support.
Another aspect in which LGBT's net execs are completely in agreement is the gay market's proven loyalty to those who target advertising to them. Companies such as Crest and Home Depot have benefited from targeting the U.S. LGBT community, a population with an estimated $600 billion disposable annual income. "People will support companies that support them, it's as simple as that," said PrideVision's Jason Hughes.

I have faith in Q because Q is a qaulity, as in quality original programming/content. I am a big believer in quality content. Here TV is just VOD; not impress even though I see tons of advertisement from them.
Will do once I find more, Ron2W.
yeah, CT Here! I like the new update to The Agenda!
Q needs all the exposures it can get. You know how many Here TV advertisements I come across when checking these gay publications and gay magazines. It's heart wrenching. I have yet to see one Q advertisement in these gay magazines. Hopefully, it'll be soon once we get the carriers.
Zandant, make sure you get the right edition of the Bay Area Reporter if you are looking for the article I posted.
I am in New York. I was checking out all the gay publications and gay magazines at a bookstore's gay section and came across this article that I just posted. I think the Bay Area Reporter is local community San Francisco newspaper; I don't think it's big time newspaper. I wish we had a write up in a big time newspaper!
The Agenda is updated again. Check the link below:

Thanks, Zandant. I will continue to be on the lookout for more articles and advertisements offline regarding Q! I have a feeling 2005 is gonna be an explosive year for Q!
Firefight & Skunks, you guys are quite welcome. I love doing due diligence offline. I wish there was more writeup about Q! And believe me, I check out magazine racks, newspapers, bookstores...etc.

Gay cable channel Q TV gets set to expand by Matthew S. Bajko
As media giant Viacom continues to work on its planned gay channel LOGO, the Q Television Network is already on the air in three markets and set to expand to more this year.
Last November 1, Q Television began airing free and unscrambled to RCN cable subscribers in San Francisco, Boston, and New York City. The channel will convert to a subscriber service at the end of January and by mid-year plans on being in 35 percent of the country, adding 15 major cities, such as Los Angeles, Philadelphia, Chicago, New Orleans, and Washington, D.C.
"Look at the blue states and the blue cities and we'll be there," said Frank Olsen, CEO and president of the channel.
The channel cost $20 million to launch, and advertisers have included Time Life Music, TriOral Dental Care, Life Alert, Tupperware, and the Fitness Made Simple workout video.
Still not yet widely known to the gay community, the channel received a major boost in its visibility when David Letterman mocked the channel with his "Top 10 List" on his program Monday, January 10. Some of the shows Letterman joked the channel airs included "Everybody loves Raymond...especially Steve;" "CSI: San Francisco;" "Desperate Houseboys;" and "My wife and kids...have no idea."
"Awareness is growing as we continue to be recognized as the gay network of choice by celebrities and the general public," said Olsen.
In San Francisco, access to the channel is limited. According to RCN's Web site, the cable provider serves the city's Noe Valley, Castro, Diamond Heights, Potrero Hill, and Mission districts as well as five Peninsula cities. It airs Q Television on digital channel 255.
Producers of local gay cable programs say they do not see the cable channel as direct competition. Tim Gaskin, producer and host of Out Spoken, which focuses on San Francisco's LGBT community and began airing on Comcast cable around the same time as Q Television's debut, said it is just a coincidence.
"They are just not related," said Gaskin of the two launches. "Comcast will always put on gay programming but they need a producer to bring them the content. I developed it on my own and they happily agreed to air it."
Unlike the national channels, which are business ventures, Gaskin's show is an all-volunteer produced endeavor.
"Comcast is obligated to provide community programming, so my program is community-service oriented," he said. "It is not based on ratings or competition; it is based on commitment."
Since the show began airing, Gaskin said the community has begun to embrace it. At first, he had trouble convincing people it would not be exploitative.
"It's been hard to get the support I need," he said last month.
Now that the show has aired several espisodes, Gaskin said reaction has been positive. And he said he hopes to take the show weekly in February or March.
"There is enough content to run the program weekly," he said.
Q Television is also set to expand its programming this year, including Good Morning Gay America, which will air live, every weekday for two hours starting at 9 a.m. EST (6 a.m. PST) in February. The show will be hosted by two co-authors with an additional 25 news correspondents located throughout the country contributing to the show.
Its travelogue show Q on the Move, hosted by former daytime soap star Nick Oram, will be in San Francisco later this month to shoot two episodes about the local gay scene. Oram already taped segments on Los Angeles, Seattle, and Wahsington, D.C. As host of one of the channel's signature programs, Oram has also become a spokesman for Q Television.
In a phone interview while shooting the D.C. program in December, he said he opted to take a chance with the fledgling network in order to reach LGBT youth in cities and towns that are not as welcoming as San Francisco.
"I want to reach that boy or girl in the Midwest or wherever who's having gay thoughts or is closeted and doesn't realize what it is like in the rest of the country and world and isn't truly connected to the rest of the world," said Oram, who had a recurring role in the NBC soap Passions in 2002. "I want them to know it is okay to be gay and that they don't have to be identified with the drag queen walking down a Pride parade. You can be a functioning, young male adult living a fairly normal lifestyle."
The channel also airs other original shows, including Women on Women, a women's talk show covering subjects of interest to all women - straight, bisexual, and lesbian - and In Foqus, a biweekly biography series featuring celebrities, gay icons, and gay topics.
"As far as programming, we want to be different - and entertaining. We want to the gay Fox," explained Olsen.
In December, Chicago organizers of Gay Games VII signed a contract with Q Television Network granting the new gay network television, radio, and Internet broadcast rights in a deal valued at more than $3.2 million. During the sports and cultural festival, set to take place July 15-22, 2006, Q Television will unscramble its signal to give broadbased access to live an dtaped coverage of the ceremonies and sporting events.
The deal - $1.7 million in cash plus more than $1.5 million in advertising and programming benefits - is the largest-ever sponsorship of an LGBT event, said Gay Games organizers.
"Our partnership with Q Television will ensure international visibility for the Gay Games movement throughout the next two years," said Tracy Baim, Chicago Games Inc. co-vice chair, in a statement announcing the deal.

Massachusetts Named 'Gay Travel Destination of the Year' - OUT&ABOUT Announces 2004 Editor's Choice Award Winners
Sandals Resorts Receive 'Rock Bottom' Dishonor for 11th Consecutive Year
OUT&ABOUT, PlanetOut Inc.'s acclaimed travel brand for gay men and lesbians, announced the winners (and losers) of its 11th annual Editor's Choice Awards, recognizing outstanding achievements in gay travel during the past year. The state of Massachusetts received top honors as 2004's "Destination of the Year," and the wave of weddings in San Francisco was named "Event of the Year." Sandals Resorts took the "Rock Bottom" award -- bestowed upon the travel company in greatest need of improvement with respect to gay travelers. Since 1994, the OUT&ABOUT Editor's Choice Awards have recognized outstanding achievements in gay travel, chosen on the basis of excellence, innovation and solid gay-family travel values.
Massachusetts recognized as "Destination of the Year"
The Bay State became the gay state as of May 17, 2004, when it began offering the first legal gay marriages in the United States. While Massachusetts has never actively courted the gay and lesbian market, gays and lesbians came courting here after the state's Supreme Judicial Court issued a ruling that was at once stunning and a long time coming. "By opening up its arms and the legal institution of marriage to its citizens, Massachusetts has reshaped society, and in doing so has sent a positive and welcoming message to gay and lesbian travelers," said OUT&ABOUT Editor-in-Chief, Ed Salvato.
"Gay and lesbian visitors can now marry in Beantown and honeymoon in Provincetown," said Salvato of OUT&ABOUT's "Destination of the Year." Last year's top honors went to the gayest destination down under, Sydney.
San Francisco weddings named "Event of the Year"
OUT&ABOUT's "Event of the Year" award goes to the year's most major, life- enhancing event for gays and lesbians, one that left an indelible mark on organizers, attendees and observers alike. This year's most remarkable event was undoubtedly the wave of gay and lesbian weddings that occurred in San Francisco. Thanks to Mayor Gavin Newsom and his team, roughly 4,000 gay and lesbian couples traveled from as far away as Europe to tie the knot in a society-enhancing display of loving civil disobedience. Honorable bridesmaids for this honor: New Paltz, NY; Multnomah County, OR and Sandoval County, NM.
Sandals Resorts stuck at "Rock Bottom" for 11th consecutive year
For the 11th consecutive year, Sandals Resorts received the OUT&ABOUT "Rock Bottom" designation for its egregious homophobic policies. The company, which designs vacations for couples, holds steadfastly to its "heterosexuals only" couples policy -- continuing to believe that such a policy is something other than the most blatant form of discrimination.
"Sandals continues to be one of the most blatantly homophobic travel organizations in the world by expressly prohibiting gay couples from their resorts," said Salvato. "Friends and family members of gay and lesbian people need to be aware of Sandals' policies before they choose to spend their vacation dollars at a resort that discriminates against their loved ones."
