ReadyOp™

Through a license agreement with communications software company Collabria LLC, Cleartronic has the right to globally market, sell and support ReadyOp™, a secure command, control and communication platform in use by agencies at all levels of government for planning, response and communication for both planned events and unplanned incidents and emergencies.

The innovative, web-based ReadyOp™ application is applicable for daily operations as well as in emergencies, incidents and disaster recovery situations.

ReadyOp combines six communication capabilities - voice, text, alerts, radio, email and file transfers - into a single, secure solution for laptops, smartphones and personal computers. The product is designed for fast, efficient access to information and for efficient, secure communication with multiple persons, groups and agencies, providing a single, secure location to consolidate incident and emergency plans, rosters, tasks, roles, groups and more.

ReadyOp’s powerful planning and communications capabilities are compounded with the product’s efficiency, flexibility and security. Users can communicate and interact securely with each other and in a timely manner, regardless of their location:

With its web-hosted design, ReadyOp is not dependent on any location, server, or other supporting hardware. Agencies and users, via a connection to the Internet, can find and communicate with their agency and personnel in other agencies as authorized. ReadyOp significantly enhances COOP/COG for any agency.

ReadyOp is designed to be simple, low-cost and fast to implement, allowing for users and groups to be quickly added and trained. The final product is the result of hundreds of hours spent with first responders, government agencies, hospitals and others watching, discussing and reviewing their plans and planning process for incidents and emergencies.

 


ReadyOp in Action

In 2012, the City of Tampa hosted the week-long 2012 Republican National Convention (RNC). To accommodate the expected influx of more than 30,000 delegates, protestors and 30 state governors, planning began early. Local law enforcement teams, led primarily by the Tampa Police Department (TPD), the Hillsborough County Sheriff’s Office and the Florida Department of Law Enforcement (FDLE), were to be supported by more than 5,000 additional law enforcement officers from more than 60 different police departments, sheriff’s offices and state agencies.

During the planning stage, both the TPD and FDLE contracted Collabria LLC for use of ReadyOp to support daily operations, incident command structure, and emergency response operations. Throughout the RNC, law enforcement agencies used ReadyOp to send more than 50,700 texts, emails and encrypted texts, and was utilized to send intel alerts, crowd control actions and traffic movement updates to the leadership of the more than 60 participating agencies. Additionally, the 26 governor convoys used ReadyOp's radio voice communications for dispatch and collaboration throughout the event.

Roster

For the RNC, the FDLE was responsible for command and control of the governor security teams, the 24-hour security details for 23 hotels throughout the Tampa Bay area where the governors and state delegates were staying, as well as for other venues where events were held. Names and contact information for more than 500 law enforcement officers from 37 different agencies were imported into the FDLE’s ReadyOp roster and assignments were created for the security details. Roster tags and visual displays were built in the FDLE’s ReadyOp site to assist with the RNC operations. FDLE used ReadyOp extensively as the primary command, control and communications platform through the duration of the event.

The TPD was the lead agency for crowd control, traffic movement and intelligence gathering. Prior to the RNC, a list of more than 5,000 City of Tampa employees was imported into the TPD’s ReadyOp roster from the city’s personnel database. Next, more than 5,000 names of the law enforcement officers from other agencies supporting the security operations were added, creating a listing of more than 10,500 persons. The TPD’s roster was used throughout the period for identifying team assignments, making personnel adjustments and for communications.

Operations Planning and Execution

ReadyOp provides a simple routine for creating diagrams and organization charts to assist in streamlining planning, operations and response activities. Individual roles and teams can be planned and displayed in “boxes” for immediate access and communications.

-- The FDLE used ReadyOp to plan the assignments for security details for the dignitary transport teams, the hotels and the security teams for the various RNC-related events. During the RNC, the FDLE used ReadyOp for immediate contact with personnel assigned via phone, text, radio or email as needed. The names of the assigned personnel were updated throughout the event based on operational changes, venue changes and demobilization.

-- The TPD created a single screen for supporting the operations and intelligence activities, including the TPD command staff, intelligence group, transportation, and the crowd control teams. TPD operations leaders used their ReadyOp operations tab throughout the events and demobilization for command, control, communication and coordination with other agencies.

Notifications

ReadyOp enables communications via cellphone, email, text messages, radio, conference calls and video, plus encrypted voice, text and video as needed. During the seven days of the RNC, a total of 17,317 emails and 33,450 texts were sent via ReadyOp. Notifications were sent for multiple purposes, including traffic management, event coordination, protestor updates and intelligence alerts. One of the primary uses that developed during the RNC was the immediate sharing of intelligence information, including the actions of protestors, across multiple law enforcement agencies. The speed and efficiency of communicating via ReadyOp with individuals or groups of individuals and teams made ReadyOp an invaluable part of the security operations.

Press Releases, Public Information Officers (PIOs) and Media Relations

The City of Tampa used ReadyOp to register and communicate with the more than 500 members of the media and Public Information Officers. More than 12,000 emails were sent via ReadyOp to the roster members including the 24 press releases, plus other updates and information during the period.
