EQTE Contract News

On Friday May 18, 2018, The U.S. Army Corps of Engineers, New England District, awarded EQM a $45 MM IDIQ Remediation Services Contract for the Callahan Mine Superfund Site in Brooksville, Maine. Our first Task Order under this contract will be issued the week ending June 1st for over $6 MM and will be implemented in the field starting this year.

The former Callahan Mine site was an open-pit mine developed in Goose Pond, a shallow tidal estuary of approximately 75 acres in the town of Brooksville, Maine. From 1968 through 1972, approximately five million tons of waste rock and 800,000 tons of ore-bearing rock were mined from the open pit. The waste rock was disposed of on site in three large piles and was also utilized to create a dam for the tailings impoundment. In summary, the major work elements are remediation of the tailings impoundment; remediation of waste rock pile #3; slope stabilization of the tailings impoundment; consolidation and capping of the tailings impoundment; sediment excavation and disposal in a confined aquatic disposal cell; remediation of residual contamination at waste
rock pile #2 and the ore processing area; and site restoration, mitigation, and monitoring.

January 9th, 2018: W9128F-16-R-0028 – The Omaha District awarded to TTL-EQM, LLC, as part of the U.S. Army Corps of Engineers (USACE) Multiple Environmental Government Acquisition (MEGA) strategy, a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside – firm-fixed price multiple award task order contract. This Environmental Remediation Services (ERS) contract will support work for the U.S. Army Corps of Engineers, Northwestern Division (NWD) and Omaha District existing customers including but not limited to, Department of Defense Environmental Restoration Program (DERP); Formerly Used Defense Sites (FUDS); Military Munitions Response Program (MMRP) for various Department of Defense (DoD) customers; DoD Environmental Compliance Program, Environmental Support for Others (ESFO) Program; support to the Environmental Protection Agency (EPA) including Superfund and Brownfield Programs; Formerly Utilized Sites Remedial Action Program (FUSRAP); environmental cleanup for various military and Interagency and International Support (IIS) customers; environmental stewardship, and other environmental related regulatory programs.

Services that TTL-EQM, LLC JV may be required to perform within an ERS task order include, but are not limited to: preparation of work plans; studies with associated reports; multiple phases of field investigations; preliminary assessments (PA); site inspections (SI) and remedial site inspections; remedial investigations (RI); feasibility studies (FS); Engineering Evaluation Cost Analysis (EECA); Action Memorandum (AM); Proposed Plan (PP); Decision Document (DD); Record of Decision (ROD), monitoring well installation and sampling; short and long term monitoring/long term operations (LTM/LTO) or Long Term Response Action (LTRA); data management; data interpretation; engineering evaluation and corrective actions; optimization studies; ground-water modeling; geophysical surveys; remediation cost estimates; management of non-hazardous and hazardous investigative derived waste (IDW); environmental and human health risk assessments; risk based remediation; air emission issues including vapor intrusion; surface water discharge, applying for environmental permits, remedial design; well abandonment; meetings; public meeting participation; preparation of presentation material both written and visual; hydrological, sediment and soil studies; project reports; engineering support and/or design; value engineering studies; operations and maintenance (O&M) for HTRW sites; energy evaluations for remediation systems; remedial action plans; remedial actions; removal action plans; removal actions; construction support; range clearance activities; site closeout/decision documents; abandoned mines program support; other military munitions activities; and, future project programming and scheduling support.

Remedial action activities could include, but are not limited to the following: air sparging; soil vapor extraction; bioremediation including explosive media; asbestos and lead-based paint remediation; radon abatement; landfill capping and collection systems; building remediation and demolition; sediment remediation; air discharge systems; ground-water extraction and injection systems; air stripping; carbon absorption; ground-water treatment systems; incineration of soils; low-temperature thermal desorption; mixed water disposal; solidification of contaminated matter; soil washing; detection, recovery, and disposal of MEC or any in-situ or on-site treatment methods. Remedial actions may address both regulated and non-regulated toxic substances. Incidental construction will also be included in the ERS contracts however, construction activities must be incidental to the ERS work.

The scope for MMRP activities required include, but are not limited to: historical records review (HRR); visual surveys; geophysical mapping and associated activities; military munitions removal/remedial actions and associated activities; Explosive Safety Submission (ESS)/Explosive Siting Plans (ESP) preparation; explosives management (siting, use, etc.); munitions debris handling and disposal; anomaly avoidance; construction support; munitions constituent sampling; small arms/skeet range investigation and removal/remedial actions; x-ray fluorescence; community relations support; reporting; and Geographical Information System (GIS) support for project activities.

EQM was recently awarded this $200.0MM performance-based multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract in support of environmental cleanup at Army installations. This IDIQ Contract will be available to support the broad spectrum of the Army’s Environmental Cleanup Strategy. EQM will be required to provide a wide range of environmental investigations, remediation, and munitions response activities at various installations/locations throughout the United States (US) including the territories of Puerto Rico and the Virgin Islands.

The performance work scope includes broad-spectrum environmental remediation services. Task Orders issued against this IDIQ Contract are anticipated to include all aspects of CERCLA, RCRA corrective action, military munitions response activities, and operational range assessments. Specifically, EQM will be required to achieve Remedy-in-Place (RIP) or Response Complete (RC) as defined and used in the Defense Environmental Restoration Program (DERP) Management Manual. EQM will attain RIP or RC upon finalizing appropriate written documentation certifying that the remedial activities conducted at the site have met the identified response objectives and no further action is necessary, subject to any requirement for remedial action operations (RAO)/corrective measures implementation operations (CMIO) and long-term management (LTM). If the TO requirements are for achievement of RAO/CMIO and/or LTM requirements, EQM will also be responsible for the following:

(1) Performing required RAO/CMIO at the specified site(s) for the stated duration.

(2) Performing required LTM at the specified site(s) for the stated duration.

(3) Assisting with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 121(c) or other periodic reviews required at that site.

(4) Correct any deficiencies noted in the CERCLA 121(c) or other periodic reviews performed at the installation for the sites in the TO during execution of the TO, including, modifying the monitoring parameters and/or frequency of existing wells, installation and sampling of additional wells to properly characterize contamination, or other activities deemed necessary to correct the deficiencies.

(5) Develop and implement approved exit/ramp down strategies and optimizing their efforts and all the requirements to reduce the Army’s long-term costs associated with the site.

(6) Routine maintenance and appropriate upgrades (such as for optimization). Examples include fence repair, monitoring well replacement, pump replacement or repair, and replacement of carbon and other expendables consumed during the operations and/or monitoring efforts. EQM will ensure the system is operated/modified to be on-track to achieve the remedial action objectives as defined in the decision document.

Although the recent Northern California wildfires are nearly contained, the region still faces a significant environmental threat. In their wake, the fires have left behind a substantial amount of debris and ash, which means the next step in helping the region recover from this disaster is cleaning up the devastation.

Houses can contain all kinds of hazardous materials including ammunition, paint, household cleaners and propane tanks. And when houses burn, these dangerous compounds mix with the ash and debris causing a big health and safety problem.

Through our USEPA ERRS contract, Environmental Quality Management, Inc. (EQM) is spearheading the effort to clean up the hazardous household waste left behind by the wildfires. We have mobilized the clean-up crews that are responsible for the post-fire remediation efforts and for helping the impacted areas recover. Cleanup to be conducted by our company includes:

Collecting, transporting and disposing of household hazardous waste, orphan containers and drums, and other industrial and chemical wastes.
Rendering safe high-hazard materials such as ammunition, propane tanks, and cylinders damaged by fire and providing for their transport and disposal.
Installing stormwater Best Management Practices.
Providing technical and logistical assistance to USEPA.
