SANFORD, Oct 23, 2008 (Sanford Herald - McClatchy-Tribune Information Services via COMTEX) -- Retired Army Gen. Wesley Clark, the former NATO commander and 2004 Democratic presidential candidate, drew parallels between war and the economy at a campaign event for Democratic presidential nominee Barack Obama Wednesday morning in Sanford.
Clark, who commanded NATO forces in Bosnia and Kosovo and withdrew from the 2004 Democratic presidential race after winning the Oklahoma primary, told a packed house at the Java Express coffee shop in Sanford that winning a battle and keeping a strong economy rest on similar principles.

"Generals don't win battles -- they can certainly lose them -- but it's the drivers, the soldiers, the men fixing the airplanes who win battles," the retired four-star general said. "It's the same way with the economy, and Barack Obama really understands that. All of the entrepeneurship and the CEOs at the top are great. But without the American workers, none of that success would be had."

Clark said that while the American economy has grown in general since the 1980s, the dividends of that growth have gone largely to the upper class.

"We need to be returning more benefits of a rapidly growing economy to the American worker and the American family, who ultimately put it all together," he said.

Although the main topic of the speech was foreign policy, an overarching theme of Clark's was failures by the Bush administration to respond to crises of all kinds -- including the terrorist attacks of Sept. 11, 2001, the handling of the war in Iraq, Hurricane Katrina, and the current financial crisis.

"There have been four crises in the past eight years, and it's always the same -- there's plenty of warning, there's an inadequate response, the government's action is ineffective, and the crisis is still not resolved," Clark said.

Clark also cautioned the crowd to avoid the trappings of partisan politics and recruit Obama voters from the ranks of Republican and independent voters.

"This isn't about partisan politics, it's about new ideas. You can't say that national security is about saying the pledge of allegiance or sending the troops off to fight," he said. "We like Republicans. Some of our best friends, even our family members, are Republicans. We can't hold that against them, but we can help them to understand."
