when trades are placed. lets say that i want to buy some and i put my "feelers" out for .0004, but no one has any shares to sell there, so, then i go up to .0005, maybe i get some shares there (keeping in mind, 4's were all bought up the last day of trading, remember that?)

its rediculous that greys wont have a bid and ask but at least you can buy and sell, but just gotta have a match.

i have a sell point, just waiting. not going to give it away. someone could have a bid in, like say, if i wanted to buy at .0004 but maybe no one has that for sale at 4, then the bid will sit.
or, maybe im selling at .0018 ... but no one is bidding that high yet, it will sit.
just like IGRW, it was trading in the greys but someone had to match the bid to the ask. its not as instant as in the pinks is all.

no, i had them before and you call in and tell them to offer the internet fee, and they will honor it.
whenever you cant place and order, they will honor that internet price, but you have to tell them.
but orders can be taken now, just gotta wait until someone's buy matches someone's sell point.
call your broker and ask. some brokers do not allow on line trading of grey market shares.

No, it is not "just like trading without Level II". Whether you use Level II or not, you know what the published bid and ask are. The MMs who publish them are required to honor those prices for the sizes indicated. In addition, they can move the bid and ask to make either or both more attractive to players. Also, they can sell (or buy) naked to meet demand.
With Greys, the MMs are facilitators at best. If a broker is unable to cross a trade, if he feels like it and has time, he'll call an MM or two, asking if they can match his client's order. But the MM is not obliged to do that. If he wants to take the trouble, he can try to come up with a match; if not, he doesn't have to do anything at all.

a "bidder" can put "feelers" out at .0004, and wont get filled if no one is selling .0004.
so, they raise their bid.. til they hit a seller.

The shell isn't really worth anything, because any party who took it over would have to catch up with those SEC filings, and do it very quickly. It would be easier just to start out fresh. And of course if a successful company were to buy the shell, VIICQ's creditors would expect that new company to satisfy their old claims.
I live in California. Original point is that our corrupt form of securities regulation and governance dates back hundreds of years.

That is why America is such a STUPID country.
God only knows how the SEC chooses. It does seem random. On the one hand, they're still catching up with companies that haven't filed since the late 90s. Why don't they deal with them all at once? Most are defunct by now, and will not be objecting.
They also seem to send delinquency letters to some companies that haven't been delinquent as long. How do they decide who gets letters, and who doesn't? I have no idea. The companies are supposed to reply to, and act on, the delinquency letters. Many don't bother. So after about a year--but sometimes two years or more--the SEC initiates an administrative proceeding to revoke registration.
But some long-time delinquent filers somehow manage to fly under the radar.
So how then are suspensions decided upon, randomly?
