No a contractor doesn't do the job and ghosts you, you take legal action. You don't threaten to do it you do it. Make your request respectfully, if nothing happens you take action no threats needed. No "you better do this or give me this information or I'm going to do this." His timeliness suck, but he has referenced progress on noteholders a few times. Again if there is information you feel you are missing ask respectfully, be specific on What you don't understand and don't make threats. You sound like a whiny child when you do that. It's annoying that's probably why he didn't want to answer you.

There’s a difference between threatening and saying what someone might do if the other doesn’t hold up their end of the bargain. Like if you hire a contractor and they only do half the job and stop returning your phone calls. And then you tell them, I’m going to have to take legal measures to get my money back if you don’t finish the job. That’s how adults do business. And nobody has a problem with that. What you are referring to is the exact same thing.
