The invention relates to oil refining and can be used in production of low-sulfur diesel fuel which is being increasingly used in Russia and Europe.

012] According to the method described in the RF patent No. 2387700, after oil is demineralized it is distilled. Here, diesel fraction with a 171-341° C. boiling temperature is extracted from an atmospheric tower. Fractions with a boiling temperature above 341° C. together with fuel oil are fed to a vacuum column for further refining. Fractions with a 181-304° C. and 226-326° C. boiling temperature are extracted from a vacuum column and mixed with diesel fraction from the atmospheric tower while maintaining a balance ratio, wherein the end boiling point (EBP) of the balanced mixture of these fractions, when refined using the ASTM D-86 method, does not exceed 340° C. The mixture is hydrogen refined, producing low-sulfur diesel fuel with a sulfur content no higher than 10 ppm. The technical result is that the method per the invention makes it possible to produce diesel fuel with a sulfur content no higher than 10 ppm.

Genoil recently signed a $50 billion LOI to develop energy projects in Russia and Chechnya. The LOI has been signed by the President of the Board of Directors of Grozneft, who was employed in the administrative department of the Russian Federation.

President of Russia Vladimir Putin had a working meeting with Rosneft Chief Executive Officer Igor Sechin, who reported on the Company’s 2016 operational results. According to Igor Sechin, “2016 saw particular volatility on the hydrocarbon markets”, the Company “had to work under pressure, but the year set a record in terms of production for Rosneft”. Total production in liquid equivalent amounted to 265 mmt and increased by 4% compared with the last year. The Company produced 210 mmt of oil and 67 bcm of gas.
The volume of production drilling increased by 35% (to 9.3 mln m) in 2016, 2,700 new wells were brought into operation, which is 43% up on the 2015 result. As noted by Igor Sechin these results we possible due to creation of the company’s own oil drilling service, (total number of well rigs was increased by 20% in 2016 only).

Igor Sechin reported to the President of the Russia that over the course of the year Rosneft has discovered 13 new fields, 103 new deposits with total reserves of up to 159 mln toe. The reserves increment, according to him, will reach 290 mln toe.

The Russian refineries affiliated to the company processed 87.5 mmt, more than 12 mmt were processed at the Company’s refineries abroad. Total processing thus amounted to c. 100 mmt. According to Igor Sechin, Rosneft intends to bring this rate up to 120 mmt in 2017.

According to the document, the subsidiary of "Rosneft» -Neftegaz Holding America Limited- will receive a 30% interest in 20 deepwater blocks with a total area of ??about 450 square kilometres. 17 blocks are located in the western part of the Gulf of Mexico, three - in the centre.
