Three new deeds for Shenyang Lucky Wind in Texas this year. Perhaps they finally will erect the turbines Mr Lu shipped over years ago. I think it was only two on that occasion, but maybe more is coming. Perhaps the old dragon is going to come alive again.

I wonder if they have widened one of the factory buildings to be able to manufacture turbine blades on site, why make it so big otherwise?

Since the old wind turbines, that have been sitting outside for years, are still there in the yard, it seems APWR still owns the facility.
Who knows, Mr Lu lost a lot of face during his adventure over on the US wind market, and perhaps he is ready for a come back. He was always a man of great visions. Too great.
Perhaps the Spinning Star wind farm could have happened had not that penny-pinching Rep.Chuck Schumer become involved. Saw him on the Dayily Show some time back, he was in a restaurant and talked about how he diluted his orange juice to make it go farther. He is such a Scrooge. He saved stimulus money for the government, but killed a wind farm that could have provided much needed green energy.

Two separate "74 Redcliffe Way" exist in the UK, but not in conjunction with "Woolmere Green", which is in another part of the UK. The zip B60 6L does not lead anywhere either, as it is located in yet another part of the UK - if it is a proper zip code.

Seems like a random compilation of mail address. Perhaps Mr Lu threw darts at a map of England...

Is Mr Lu pretending he is in business still, so he can get access to his frozen assets?

Interesting that the assets of the company have been frozen. Makes me feel good that the Chinese authorities actually are going after Mr Lu, and not just letting him get away with his ill gotten gains.

Maybe it is time for me to send a letter to China Securities Regulatory Commission and state my claims to some of those assets - I have lost about $160,000 on this scam.

Took a look at "Shenyang Lucky Wind Power" using Google Earth.

There is an updated aerial view of the factory area. They seem to have done some repaving work between the buildings lately.

The same old unsold wind power equipment, that has been sitting on the ground for years, is still there, but now some of that land is also used to deposit fill from the surrounding construction sites it seems. The repaving work is cosmetic so far. Perhaps they will invite some new investors to have a look at the factory - ha ha ha! Or perhaps Mr Lu is putting the property on the market and thinks the curb appeal needs improving.

Any thoughts...?

the Hong Kong court settlement was for $360M. Is this upcoming USA court going to consider raising that amount to about $410?

Wonder how they will compute the damage/loss amount. I would think that even if a large sales contract was agreed upon, shouldn't some responsibility be shared by GET as they would need to tract their gearbox sales and set production schedules. Shouldn't the GET sales rep have realized somewhere during the first couple of months that no actual orders were being placed? Wonder what terms of a possible cancellation clause indicated. Still, it is pretty stupid of GET to produce more than a one month order for the long term gearbox contract with a China company just entering the wind turbine business.

Wonder if the USA judge will use the common sense rule and reduce the HK award down to something like $5M.

GE Unit Urges $476M Asset Freeze In Turbine Part Dispute

Law360, New York (September 11, 2015, 6:51 PM ET) -- A China-based unit of GE Transportation on Thursday urged a New York federal judge to freeze more than $476 million in assets held by a Chinese wind turbine manufacturer in a contract dispute, claiming the company is hiding assets to dodge an arbitration ruling and render itself "judgment-proof."

GE Transportation (Shenyang) Co. Ltd. took aim at A-Power Energy Generation Systems Ltd. and alleged Chairman Jinxiang Lu’s “flagrant and unlawful efforts” to hinder the enforcement of a Hong Kong International Arbitration Centre tribunal award in its motion for an ex parte order targeting the pair.

The company argued that an order halting the alleged disposal and transfer of assets, freezing hundreds of millions of dollars belonging to the company and other entities as well as an order of attachment and expedited discovery were necessary to combat A-Power and Lu’s ongoing contravention of arbitral and judicial orders.

“There is no question that GET Shenyang has been, and will continue to be, irreparably harmed to the extent that Jinxiang Lu has, and continues to, dissipate A-Power's assets so as to make any judgment against it uncollectible,” the brief said. “Jinxiang Lu's conduct, on behalf of A-Power, demonstrates an unambiguous intent to frustrate the judgments entered in the Hong Kong arbitration.”

According to GET Shenyang, a wholly owned subsidiary of A-Power inked an agreement with GE Commerce Shanghai Co., Ltd. in 2009 to buy wind turbine gearboxes at fixed prices over a three-year period. A-Power agreed to guarantee the subsidiary’s obligations liabilities and indemnities, it said.

GE Commerce later transferred its rights and obligations under the agreement and the guarantee to GET Shenyang, but a dispute arose and the company hit A-Power with notice of arbitration in Hong Kong in 2011. The HKIAC tribunal issued its final nearly $360 million award in August 2012.

GET Shenyang secured an order enforcing the award from the High Court of the Hong Kong Special Administrative Region Court of First Instance two months later. However, A-Power failed to pay and Lu was found guilty of contempt for allegedly transferring shares in breach of an order, the company said.

GET Shenyang filed its U.S. motion to confirm the award in August as part of what it called “its global strategic efforts to recover the judgment.” ...

my question has become very basic...do APWR shareholders still have any ownership of Liaoning Hi Tech?

Last i remember, CEO Lu was on the way to the pokey and was trying to sell APWR to some other consortium. The whole thing is completely confusing.

the company appears to US investors as simply bankrupt, but there have been no BK filing documents.

i appreciate your fantastic work on this board.

Obviously it says it's a continuation of an earlier Visa, but that SSE is still renewing things with Chinese Personnel i find interesting.

Obviously, it remains to be seen if APWR even is still apart of project or if its just SPG people now.
