Funny trading on SNLS,

but from a few pm's i got today :
1 guy is with his bid @ ,0060 and got no fill & his bid not showing up anywhere;
another guy ( actually a lady) dropped a few @ the ask she said for ,0058
So, ... those bids & asks are not showing up on Level 2
and the bid must be higher then the ask, but still no trade!?

if people set up a realistic order in with their broker,
what must they do to get it executed?
Realistic, i mean an order that has a big chance getting executed because its like a buy @ ask or a sell@ bid, such orders
should execute within a minute, not last a week.

But then on Level 2 the bid at least, is showing being wrong,
maybe those people should phone their broker.
