From the past interviews that Holder has done, my conclusion is that he will not announce anything. Obama is the person in charge.

Obama is all for legalizing Imho, he will not do any thing = more states will legalize = eventually legalize.

But this will not happen till 2014, you can expect more state to legalize for recreational use during election. Each year more people support look at the trend.
