The Pink Sheet tiers are meaningless - completely invented for profit. Except to Pink Sheets, of course, who charges more for higher tiers. They only thing that matters is SEC reporting vs. non-reporting.
And the company in question has no intention of uplisting and the 211 talk is missing the point. They haven't even filed an initial registration statement with the SEC, nor will they. That Company and its management will never subject themselves to an SEC review.
